Technically that would happens on webapps.gnome.org and mostly consist of:

- duplicating /srv/http/library-web to /src/http/help.gnome.org (like there's
already /src/http/developer.gnome.org);
- modifying lgorc to mention help.gnome.org as baseref;
- creating a new apache virtualhost for it;
- updating current vhost to redirect requests to help.gnome.org.
