It'd be very useful GNOME users had a GNOME-related place to put git
repositories without cluttering the current flag namespace.

For example, I'd like to put my guadec slides in git.gnome.org/users/walters.

This should maintain the "is related to GNOME" part about having repositories
in GNOME - i.e. we're not github.

Besides my GUADEC slides and stuff, I have some of the gnome-ostree stuff in
github just to avoid massively cluttering gnome git, but I'd like to "stage"
this in users/walters so that at least anyone in GNOME could commit.
