Looks like /srv/ostree needs a:

chown ostree:ostree /srv/ostree

As far as httpd configuration, let's have it be:

DocumentRoot /srv/ostree/public_html

Instead maybe we could make a home directory for the user - it seems weird that
there isn't one.   Or maybe we could just make it /srv/ostree?
