Made the various scripts in sysadmin-bin support a 'gnomevcs' group (treated
similarly to the 'gnomecvs' group).

Todo:
 - Ensure Puppet configuration works for 'gnomecvs' and 'gnomevcs'
 - Fix any gitadmin-bin scripts to support 'gnomevcs'
 - Give all users access to 'gnomevcs'
 - Fix Mango to only change 'gnomevcs' group
 - Change permissions on git.gnome.org /git directory (and below)
 - Update gitadmin-bin scripts to sudo/chown/chgrp using 'gnomevcs'

Various items have to be handled at the same time or shortly after eachother.
