I could change Mango to send an email to that address whenever a Git account is
created... but not specifically for l10n. This as we do not differentiate l10n
Git accounts. Everything is exactly the same.

Long term I wanted to have one big list of Git accounts in FOAF format. But I
don't see that happening any time soon.
