Applied patch to speed up wiki changes

The following page has a patch to speed up wiki changes:

I'm not sure of all the implications of that patch, but seems the
developers are ok with it. I'm guessing the cache should be removed
manually if you ever change the security policy. Anyway, not something
we'd do.

I've added a hint to the /usr/local/www/moin/UPGRADING file. Patch is
stored in the machine at /usr/local/www/moin/subscriber.patch.

Speedup if pretty significant. From 30 seconds to about 3 seconds.
