The best way I can think to do that is to not put the translations user in the
gnomecvs group. Instead, we can use acls to set write permissions to all
current repositories under /git and set it as the default for any newly created
directories under /git sans {git,sys}admin-bin.

That way access will fail if there is some git repo not under /git. I am
unaware of any others.
