Now that we've got the javascript-list out of the way, it's time for a
vote on another list: seedkit-list.

Currently the only GNOME-hosted seedkit information is here:
http://live.gnome.org/SeedKit

The requestor does not have a GNOME account, there is no git repository, etc.

We (pcutler and myself) mentioned to the requestor via IRC that he'd
need a community voucher for git access and an account, but is this
also a requirement for the list creation?
