Can we create a new label/tag in Discourse to manage translations teams? And how/where to do this?

I am one of the admins on Discourse; I can create tags for any specific language team—it takes about 10 seconds, as soon as somebody asks for one.

As Guillaume wrote, Discourse is meant to be used for discussions related to the i18n effort and localisation teams. For example, any thread on gnome-i18n that dealt with team coordinators would go on Discourse, in the Community category, using the i18n tag; discussions about DL and/or other infrastructure would use the Infrastructure category, and the i18n tag; any other internationalisation discussion related to specific applications or parts of the GNOME platform would go under the Applications and Platform categories, respectively.

The important thing is to use the i18n tag for i18n discussions, regardless of the topic area; this way, people will be able to subscribe to the tag, and get notifications and emails about those discussions.
 
Won't DL notice about new uploaded translations and so in Discourse?

Any notice from DL should happen on GitLab, since it refers to projects and the source repository.

are the gnome-i18n (this one) and localised mailing lists. The removal
of mailing lists is planed for tomorrow UTC+1.

The Damned-Lies application will now notify of string break changes in a
dedicated Gitlab project [1].

If you are involved in internationalisation/localisation teams, do not
forget to subscribe (by selecting the bell icon and set the parameter to
‘Watch’ in order to receive notification in case of a string break.

All discussions and threads that were opened on gnome-i18n gnome org
will now happen on discourse.gnome.org [2] with the *i18n* tag under the

All language teams that sill use @gnome.org mailing lists should update
