Passing over Hungarian L10N coordinator role

Due to changing responsibilities and interest, I'd like to pass over the 
Hungarian localization coordinator role.

Balazs Ur (https://l10n.gnome.org/users/urbalazs/) has been an active 
contributor for several years, and volunteered for taking the lead.
