Short answer: no.

Longer answer: testing mnemonics is tedious and requires exhaustive
manipulations of the localized apps. Most translators do their best
when working on the translation of a given application to try it out,
but conflicts happen. It is already difficult to check for duplicate
mnemonics in a given menu, but if you add keyboard shortcuts to the
mix then it’s just unrealistic. It is unreasonable to ask translators
to hunt them down, even more so for apps that still use GTK3 and will
be ported to GTK4, making this work short lived.

If users find specific problems in specific applications in a specific
language, they should request an appropriate fix from the relevant
team.

BTW you said mnemonics don’t work when they conflict with keyboard
shortcuts, but my testing of Evince in French seems to indicate it’s
keyboard shortcuts that don’t work when they conflict and mnemonics
are just fine.
