Releasing GIMP 2.99.8 soon

Hello translation teams!

We are releasing GIMP 2.99.8 in a few days. I would say it will happen between Wednesday 13 and Sunday 17, though it depends on volunteer time for the last fixups.

This is a development release, i.e. any text change is in the `master` branch.
