Gnome Commander: Created branch gcmd-1-12

The branch 'gcmd-1-12' was created pointing to:

0fba7c2e... Updating files for next stable release

This is the new stable branch of GNOME Commander. The branch 'gcmd-1-10'
can be removed from Damned Lies.

String freeze in the new gcmd-1-12 branch will stay for the next
four weeks, before the 1.12.0 release will happen.
