[pika-backup] String freeze for v0.3

Dear translators,

the string freeze for the second release with i18n support is starting 
as of now. Strings and i18n support should have improved significantly 
since the last release. I'm planning to release Pika Backup v0.3 not 
earlier than May 15.

There exists a release branch named 'v0.3.x' if someone can add this to 
DL.
