Gnome Commander 1.10 to be released on March 31

Hi translation teams,

Gnome Commander 1.10 is planned to be released on March 31. For
your convenience, no strings will be changed up to this date. On
this date we will create the "gcmd-1-10" branch. Branches with lower
version numbers are then obsolete for new translations.

Some changes and updates were made in the documentation. The Gnome
Commander application itself contains also new translatable strings.

All translations completed prior to March 31 will be included in
this release. Your translation efforts are very much appreciated.
