DL: Moving caribou from 3.28 to extras

Hello,

I propose moving caribou module away from the main UI set for 3.28 and
forward, to the Extras Legacy Desktop section.

In 3.28 gnome-shell will handle onscreen keyboard itself and caribou
shouldn't be needed. It has been removed by gnome releng from the
release set as well by now. It however might still be useful for
flashback sessions or other desktops.
