One of the early steps you will probably want to take is to develop a glibc locale for lang-new.  I'd be happy to offer help.  If you can confirm the plural forms for Nepal Bhasa (Newari), I'd also be willing to temporarily host a GNOME PO file for you on the Sugar Labs Pootle server (until is is completed and ready to upload to GNOME).

Sugar Labs collaborates with Open Learning Exchange Nepal on L10n for lang-ne (Nepali).

Newari has 2 plural forms:

Form 0 for 1.

Form 1 for 0, 2, 3, 4, 5, 6...
