In a first stage, you could use the Spanish translations, since most of the strings will be useful for you. Just with a few changes in them, to adapt some expressions  or words to your specific language, will be enough to have them ready ;-)

I think I would contact people having recently contributed, maybe setup
a mailing list to communicate within your team.

Then write again on this list officially asking to be the new coordinator.
