Commits by "GNOME Translation Robot" sometimes miss author's email address in Git

Could it parse the value from "Last-Translator"?
Does it require the author to "git config --global user.email" locally?
Should I file a bug in GNOME Bugzilla? Or not?

Asking as it makes creating contributor statistics a bit harder as I
parse for unique email addresses of authors.
