String additions to 'evolution.gnome-3-16'

There have been following string additions to module 'evolution.gnome-3-16':

+ "If set to 'true', the Sign and Encrypt buttons for either PGP or S/MIME are always shown in the composer's 
toolbar. Otherwise they are shown only when being used."
    + "Whether to always show Sign and Encrypt buttons on the toolbar"

Note that this doesn't directly indicate a string freeze break, but it
might be worth investigating.
