3.16 release notes available to translate

Hi all,

Apologies that this is a bit late. The release notes for the next
release are now available to translate. They can be found here:

The 3.16 release is scheduled for  25 March - a little over a week from now.

I'm afraid that the screenshots aren't done yet, but that will
hopefully happen in the next couple of days. I'll send another update
to let you know when it has happened.
