New module: dconf-editor

By popular demand, dconf-editor has been split into a separate source
package called 'dconf-editor'.

For distributors: this means that you will soon be seeing dconf-editor
tarballs, and will probably have to plan some sort of transition for
that.

For translators: please target dconf-editor for translation.  The
'dconf' package no longer contains any translated strings.
