Translation of update-manager in Ubuntu: Official GNOME app?

Short question:
Is the application “update-manager” (update manager for Ubuntu) an
official part of GNOME? It is not currently listed on damned-lies.
Should it be?

Tldr:
The program update-manager in Ubuntu is described in Launchpad as
“update-manager: GNOME application that manages apt updates”. Is this an
official part of GNOME, or does it just mean that this program is
intended for use with GNOME? We're trying to clean up Norwegian Nynorsk
translations for the next Ubuntu release, and want to synchronize Ubuntu
translations with upstream projects.

It seems Upstream for Update-manager is a separate project in Launchpad,
and not hosted on GNOME servers:

update-manager is not currently mentioned in damned-lies. Is this as it
should be?
