This is to add a "Restart" dialog in adition to the "Power Off" option
in the upper right hand corner of GNOME Shell.
This isn't all that substantial as Restart isn't there today (and
should be, hence the freeze request - there has been some criticism of
GNOME Shell because of the lack of a restart option). From a docs
perspective, if necessary, I'll update the docs myself to get this
