Both PO files (seahorse, seahorse-plugins) specify the iso-8859-1 encoding in the header.
To convert to UTF-8, you need to run
msgconv --to-code utf-8 myfilename.po > myfixedfilename.po
Now, you can open the newly created files with gtranslator, etc and start translating.
gtranslator and probably other translation tools do not have an option to convert encodings for PO files.
