I agree. Otherwise distributors have to scramble to make upgrades work.

This adds at least one new string (not sure if the other ones are still
in the po files). So cc'ing gnome-i18n.
I think the patch should go in since it's a highly visible error dialog
on upgrades, so I'm giving a second approval for the hard code freeze
break.
