New Locale: tiv_NG

Hi all,
I finally came round to making this locale. I've installed it on my system and played a bit with "Geany", and it seems to be working. Can someone else here examine it and let me know if its good enough to pursue inclusion into GNOME? I guess this also means I need to start a translation team?
