uploading translated .po file

Let say I have fully translated gnome-panel .po file, can I just upload it to its page >>
http://l10n.gnome.org/vertimus/gnome-panel/master/po/ms and leave comment (choosing Action: Write a comment) or can somebody guide me the proper way of submitting .po file for Gnome?
