If that's the case, then the best code to use would be "ber". The ISO
639-2 standard defines "ber" to be
any Berber language other than Kabyle, Tamashek, and Zenaga, but I
think we don't have a better option.

Alternatively, you may want need to create identical copies under
"kab", "tmh", and "zen" (possibly
with minor local differences, if any). But I don't think it would be
worth the effort, as users could be advised
to just use "ber".

It is possible. Tifiniagh has been in Unicode since 4.1 and Pango . I
believe the code for that would be "ber tifinagh".

Please note that you also need to create locale files for glibc. This
needs to be done for all the different countries you plan to translate
free software to Berber for, let's say, Morocco, Algeria, Libya,
Niger, and Mali. For examples of how other languages do this, see:
