Previous intltool (0.35.5) on l10n.gnome.org didn't handle .policy
files correctly.  This is basically "marking existing strings for
translation" (though I've just updated intltool to 0.37.0, so expect
more breakages like this).

Apology in advance for not taking care of l10n.gnome.org earlier.
