Turns out that one of the strings is already used, so it doesn't show up
here.

As for the "how to translate" question, the panel clock has a 12h/24h
preference, so the fact that the Spanish locale uses 24h is not relevant
for these strings. As I have said repeatedly, I don't see a big need to
translate these strings at all. They are marked as translatable since
all the other strftime formats in the clock applet are.
