gimp 2.4.0 ahead

Hi,

this was supposed to happen earlier, but we had some bugs to fix and we
even had to change some strings and introduce a few new ones lately.

But now it's ready and we would like to release GIMP 2.4.0 very soon
now. http://l10n.gnome.org/module/gimp shows me that many languages are
almost complete. Now would be a good time to give this the final touch.
It would be nice if we could ship with lots of complete translations.
