The typo has apparently been fixed; see 
http://svn.gnome.org/viewcvs/gnome-applets/trunk/gweather/Locations.xml.in?view=log

The new entry for Ashtabula is
KHZY;Ashtabula, Ashtabula County Airport;OH;41-46-46N;080-41-48W
