string freeze breakage?



hi,

the string freeze section at
http://live.gnome.org/ReleasePlanning/Freezes#head-883678e0f26dd8b71074646e79cfeb04068e6b9a
links to
http://live.gnome.org/TranslationProject/HandlingStringFreezes
which states:
"Change or addition of a message that is not marked for translation [is
not affected by the string freeze]."

this does not explicitly state if it is allowed to add new and
user-visible strings by not marking them as translatable.

in my humble opinion, adding such strings runs contrary to the aim of
providing a fully localized and translated GNOME desktop, so i ask the
GTP for clarification.
perhaps this could be changed to "Change or addition of a message that
is not marked for translation (because it is not user-visible)."
