I'd mark it as 'needs-work' :-)

The biggest problem is that if you rename 'NetworkManager' as
'network-manager-applet', you should also add a module definition for
it inside gnome-modules.xml.in.

It's actually not a bad idea to split it into NetworkManager and
-applet modules in the l10n.gnome.org at least.
