LSR 0.3.1 unfreeze

Thanks to all who contributed translations for version 0.3.0. We're
now continuing to work toward 0.3.1 so consider the strings unfrozen
again. However, since there will be little change to the code before
the next point release, please feel free to continue working on
translations. The next string voluntary freeze will take place before
our 0.4.0 release, sometime near the end of 2006.
