string freeze confusion

We are being confused in bug 330915 over if marking a previously
unmarked message for translation is breaking the string freeze and needs
approval or not. I thought I knew it all, but it seems that I can't
decide from the available descriptions if the patch needs gnome-i18n's
approval or it only needs notification. Would someone more enlightened
than me please clarify? The bug is:

Note: we are talking about a message that was not previously marked for
translation but should have been, and not translating it at all will not
change the user experience in any way.
