On that page there is a link to 'Component descriptions'. These list
the default assignees per component (language).

For l10n this would link to:
http://bugzilla.gnome.org/describecomponents.cgi?product=l10n

Either file a bug under product bugzilla.gnome.org component Bugzilla or
email bugmaster gnome org  You can also contact one of the persons
listed as 'developer', currently Christian Rose and Danilo Segan. They
can make the same changes.
