I think you are. If you're talking about the gnome.org status (e.g. http://l10n-status.gnome.org/gnome-2.14/vi/desktop/index.html), you'll notice that Dia isn't in the list anyway. Good job on translating, though!

which does show 100%. I'm happy to update another file if needed. Where should I get the 99% file, so I can update it?
