Announcement: Bug-Buddy manual obsolete

Bug-Buddy's interface has changed so much that the
entire manual is going to be scrapped.

I don't know yet what is coming in its place, but
basically, don't bother translating it.

(Thanks to Clytie for reminding me. Ironic, given I'm
currently talking about devs keeping the docs team
