intltool list[1] for further help.

If you're ready to make your HTML valid XML (i.e. XHTML), you may be
able to use intltool with XML mode, or even xml2po (with automatic
mode for the time being). 

If you opt for intltool, you can create one-file-per-language if you
use "-m" option to intltool-merge (look eg. at what is GOK doing).
