That depends on your time frame; if you expect to be finished in just a
few weeks I suggest starting with 2.10, or if you instead expect to need
several months, I suggest starting with 2.12.

As a consequence, from now on, starting with 2.12 is probably the best
option for a new team. You can expect GNOME 2.12 to be released in about
5 to 6 months.
