xgettext does support that.  Something like

   xgettext --keyword --keyword=F_

should do the job.  And fortunately, intltool-update passes
contents of the envvar XGETTEXT_ARGS to xgettext verbatim.  So
all you need to do is to run

  XGETTEXT_ARGS="-k -k=F_" intltool-update

instead.
