Where did you get that impression from? The original messages can be any
native characters, as long as its in a Latin script (since that is what
most English users will be able to read) and valid UTF-8.

In fact, the original message *should* use native Latin characters and
native spelling, unless the location has an established and different
name in English (as in København/Copenhagen or München/Munich).

If you see an ASCII-only location name in Locations.xml.in and you know
that it is spelled differently with accents or the like in Latin script
natively, then in most cases it is probably a bug and should be filed as
such.
