The python binding of libxml2 is probably missing from system.
You can search for file named libxml2.py under python install
location (assuming it's /usr/lib/python2.4 here)

$ find /usr/lib/python2.4 -name 'libxml2.py' -print

If it's not found, indeed you must install the missing part.
