Translating the GNOME 2.12 release notes

The release notes will be ready for translation on August 31st, giving
you one week for translation before the release on September 7th.
We are using the xml2po system again, after it worked so well last time:

Maybe you can reuse some strings from your previous .po files. This
time, the files are in gnomeweb-wml instead of releng.
It would be good if the experts added some instructions here:

should be easier this time:
