Actually, there is. Just go to the language which doesn't have almost
any translations (try eg. 
http://l10n-status.gnome.org/gnome-2.8/top.html, and choosing one
from the bottom), and links will now point to POT files.  Also, in the
directory on the web server where PO files are, you can also find all
the POT files.
