How would maintainers set this? Do we actually have to edit every PO
file, or can we set a variable in the Makefile or something? Editing
every PO file would be obnoxious.
Also, "go ahead and commit" isn't really a place to report to. We could
just agree to use the string "Commit" or something to tell translators
to commit. We'd also need a convention for "commit, but email me when
you do".
