Charset tag in POTs' headers

Hello guys,
Some POT files from the translation status page (e.g. gnome-bluetooth)
already come with the charset tag filled with UTF-8 and others don't.
When this tag is filled with UTF-8 it helps translators who use Emacs
PO-mode for translating as this way Emacs sees the POT file as an
UTF-8-encoded file although up to this time it's just an "ASCII English
text" according to 'file' command.
Why do not have all POT files charset tag filled with UTF-8 as for GNOME
programs the PO should be encoded in UTF-8? IMO it wouldn't hurt and would
help a lot.
