I myself try to request the needed details from the coordinator of every
new team, and usually I also get those details and can add the new
component. Sometimes I don't get those details from the coordinator. I
don't know what we should do in those situations.

However I do often forget to remind people when the coordinator of an
existing team changes, so it's possible that some automatic "assignees"
of components are no longer who they should be.

Technically, anyone with sufficient Bugzilla perms can update these
things, and I wouldn't mind if someone helped me. ;)
